I understand that you are dealing with a difficult situation. If a non-custodial parent in New Mexico has not paid child support in several years, there are a few things you can do.
First, you can contact the New Mexico Child Support Enforcement Division (CSED). They can help you track down the non-custodial parent and enforce the child support order. CSED can also help you collect back child support.
Here are some of the enforcement remedies that CSED can use:

Garnishment of bank accounts

Contempt of court
If the non-custodial parent is still in New Mexico, CSED can also help you file a motion to have them arrested for contempt of court. If the non-custodial parent is arrested, they could be held in jail until they pay the back child support.
If the non-custodial parent is not in New Mexico, you can still file a motion to have them arrested for contempt of court. However, the court may not be able to issue an arrest warrant if the non-custodial parent is in another state.
If you are unable to collect the back child support through CSED, you may be able to hire a private attorney to help you. An attorney can help you file a lawsuit against the non-custodial parent and collect the back child support through the court system.
